中国利用外资新特点及其思考

随着改革开放的更进一步纵深展开,中国利用外资在近几年也呈现出了一些新特点。本文旨在介绍我国在利 用外资上的新模式和新领域,并针对这些新特点,对外资的宏观管理提出一些建议。     

东盟东增长区的发展与引资成效

自20世纪90年代初以来,东盟次区域经济合作非常活跃,先后出现了新加坡、马来西亚柔佛和印尼的廖内群岛等组成的"新柔廖增长三角",又被称为"东盟南增长三角";印尼、马来西亚、泰国相邻部分组成的"东盟北增长三角";文莱、印尼、马来西亚和菲律宾相邻部分组成的"东盟东部经济增长区(简称东盟东增长区)"等.这些由东盟各国自愿组成的各种增长三角已成为东盟进行合作的重要形式,促进了东盟各国间经济联系和相互合作,带动了贸易和投资的发展.本文选取东盟区域内最大的、最年轻的东盟东增长区,分析其带动资本流动的效果,探讨其发展成效.     

东北地区引进外资的区位优势分析

振兴东北老工业基地的重要手段之一是利用外资解决企业资金不足的问题。区位优势是东道国能直接影响跨国公司直接投资的唯一因素。吸引外资首先应明确了解本地区的区位优势与劣势,才能扬长避短,实现目标。东北地区地理位置优越,自然资源丰富,工业基础雄厚,人力资源质量高,市场增长潜力大,优惠政策吸引强。这些区位优势对吸引外资发挥了重要作用。但是东北地区的市场经营环境差,民营经济没有得到充分发展,对引进外资产生了不利影响。政府职能不明确,服务意识差、工作效率低、缺少透明度等问题急待解决。另外,为避免东北地区内部引资竞争,应加强区域合作,深化产业分工,以实现产业一体化。     

FDI技术溢出效应的产生机制研究

FDI(外商直接投资)主要通过示范、竞争、关联和人员流动等四种路径在东道国产生技术溢出,效应的大小是这四种路径共同作用的结果。该文结合现实案例,从这四种溢出路径入手,对FDI技术溢出的产生机制进行了深入剖析。

省会城市刑事技术工作应作为全国刑事技术体系的独立一层来构建,其内部业务部门的设置应主要以专业特性为依据,现有“法医检验鉴定中心”应改在整个刑事技术工作的统一平台上合理运行。

东盟各国是日本在亚太地区的一个重要的投资地,但20世纪90年代中期以来,随着日本对外投资战略的变化和东盟区域经济合作的加强,日本对东盟的直接投资在规模、国别格局、行业特征等方面都发生了一些变化.本文主要探讨这些变化并对其进行评价.     

The Reputational Impact of Investor-State Disputes

To what extent do alleged violations of international commitments damage state reputation? This article explore this question with specific reference to investor-state disputes arising under the protection of international investment agreements. Its main contributions are threefold. First, building on the political institutions literature, the study places the theoretical importance of information about the rules of the game, and the actions of the participants at the center of analysis. Second, in contrast to prior empirical research, the study systematically analyzes the costs of state involvement in investment treaty arbitration by examining all known disputes. Third, the study addresses the impact of investment disputes on both foreign investment flows and state reputational rankings. We show that the consequences of investment disputes vary with the transparency of the investor-state dispute settlement process. The central implication of these findings for the broader body of literature on international institutions is that reputational mechanisms for effective treaty enforcement cannot be taken as given but instead need to be explored on the basis of a nuanced approach that addresses the pivotal issues of institutional design and information costs.     

How Does Outward FDI Influence the Structural Decompositions of TFP of Equipment Manufacturing Enterprises？——Analysis Based on the Differential Path

Three sub-sections of TFP are divided as technological process, pure technical efficiency and scale efficiency, which are also regarded as the differential path of promoting the equipment manufacturing industry’s TFP. Based on the differential path, the mechanism analysis between outward FDI and China’s equipment manufacturing industry is constructed. With the data of public-listed companies, PSM is used to verify the hypothesis proposed in this paper and then to test the mechanism of the six categories of equipment manufacturing industry. The results show that outward FDI of public-listed companies in equipment manufacturing industry significantly promotes the pure technical efficiency, but has a significant negative effect on the scale efficiency. What’s more, the positive effect decreases year by year, while the negative effect gradually weakens. Subsample data shows that for the pure technical efficiency and scale efficiency, the significantly positive effects come from transportation equipment manufacturing industry and computer communication and other equipment manufacturing industry.

广东外商直接投资在外资来源地结构、外资产业投向结构、外资区域分布结构、外商投资设立企业方式等方面都存在着不合理现象,这将影响广东产业结构的有效调整和区域间的均衡发展,降低利用外资的效率。应采取有力措施,努力保持外资结构的合理与优化,实现广东经济稳定、均衡、可持续发展。     

外商直接投资在中国的产业分布与绩效分析

近年来外商直接投资流向中国的规模不断扩大。FDI对我国技术进步、出口贸易、工商税收等方面的影响越来越大，但是，FDI在我国的产业分布的不合理直接影响了产业结构的优化调整，对本地企业的技术进步贡献率也有待进一步提高。我们必须适时采取措施提高利用外资的质量，以进一步增强产业竞争力、促进经济健康发展。
